Open a new document, drag the divider between the scrollbar and the sheetarea to
the left, so it covers the last sheet.
Save this document to an Excel file and close it.
Reload the file. As you can see, currently the position/size is not kept.

@peschtra: How did you verify this issue? Try to export a file to Excel twice, first 
without moving the divider, second after moving it...

I followed you instructions in 1.9.78 & 1.9.79 and couldn't duplicate. Can
anyone else duplicate this.

This issue is fixed on an internal build (cws_dr32) and will be available in one
of the next OOo versions. Please wait until the version is available. => reset
status to fixed

So, the scroll bar doesn't move, but the sheet names shift, you can see in the
1st sceen shot, the selected tab is next to the scroll bar edge, but in the
second picture, after I have closed and reopened the file, the select tab is not
next to the tab. This happens when I open as an excel and .ods file.

Should I file a new issue or reopen this one?

Yes, I see. Position of first visible sheet tab is not loaded/saved. Please open
a new issue for that.
