Although not using OOo 2.3 I decided to create this issue because of several 
complaints, both in english and french forums.

Description:
The user has created templates with input fields, which have to be filled for a new 
document.
When you use templates already created and used in a previous version, the reference 
text does not appear in OOo 2.3.0.
The "reference text" is the upper field in each of the input field dialogs.

Next attachment is a template example taken from the forum thread I mentionned.

Just to clarify this issue, this is an Input Field created from a User Field on
the Variables tab. An Input Field created from a Set Variable or an Input Field
created from the Function tab work as they should.

Also the disappearance of the Reference text happens with a document created in
version 2.3 as well as prior versions but if the 2.3 document is opened in a
prior version then Reference text will show.

->hbrinkm: In your fix of internal 144146 in file
xmloff/source/text/txtvfldi.cxx the bDescription/bIsDescription has been changed
from true to false (around line 569). 
That results in an unset reference around line 302.

I wish to confirm the same issue of no reference labels being associated with
input fields.  This is a serious issue severely limiting the usability of
OpenOffice templates
